. negotiations between the who is and congress has stalled, john boehner calling it a stalemate. there are 30 days to go. charles, draw me a picture, how does this end? is staking out their positions, and really coming and enjoying the ring around the area where they are lease protecting where they want to advance, so the presidents and the democrats are basically outlining the increased revenue side of the spectrum. and the republicans are looking at it and saying come to the table and tell us what you're going to do in terms of cutting entitlements and spending. so both of them are now at this phase where it looks like they're at lagger heads. i happen to believe that we don't know what's happening behind the scenes. some of this can just be political posturing, we don't know the discussions that are being had in private and no one wants to be the person who blinks first. the president and democrats say we won, why should we blink first. and boehner is trying to protect his job. he has to keep his promise in congress. and that is going to take some political maneuvering. so i think on the s

the republicans leaders like speaker of the house john boehner were able to put off making a counter proposal to the president's offer until today. crossing the red line on the talks by rejecting the demind that the republicans accept a hike in the marginal tax rate for those with income over a quarter million dollars a year. my view? obviously i agree with the white house on the substance and as i have said before, their hand gets stronger over time. but sometimes a new idea can change the dynamic. here is an idea that has been around for a long time, supported by james tobin way back and pushed by ralph nadar in a "washington post" op-ed this weekend. impose a tax on financial transactions. it will give us up to $100 billion a year, fail on a sector that has generateed enormous unwarranted profits for very few but benefited from huge bailouts the regulatory help but by and large escaped responsibility for their role in the financial cataclysm we're still struggling with. with me, dan gross author of "better, strong, faster." and brian beutler and eric bates. what's your take on this? how se

john boehner also spoke to president obama on the phone last night. he said he wanted to know where the administration would rein in spending, but that he had heard nothing new. >> i was hopeful we'd see a specific plan for cutting spending. we sought to find out today what the president is really willing to do. listen, i remain hopeful that productive conversations in the days ahead can be had but the white house has to get serious. >> sreenivasan: senate minority leader mitch mcconnell echoed that complaint. in a statement, he said, "today, they took a step backward and significantly closer to the cliff." conversely, white house spokesman jay carney charged republicans failed to provide any details on what they could tolerate in the way of tax increases. >> the president has always engaged in this with real numbers. when you talk about flexibility on revenue, all we've heard so far and it's welcomed, don't get me wrong, but we've heard that yes, revenue on the table but we need more than that. >> sreenivasan: away from the microphones, there were reports of possible movement. an a

between speaker john boehner and president obama today. with just 25 days to go, let's keep tabs on where we stand. reports of a conservative backlash against speaker boehner simply not true. he has the solid support of his leadership and the rank and file. but there is concern among some in the gop that they are at risk of becoming the party for rich people while president obama and democrats stake their claim on the middle class. and my tax rate flexibility with higher -- here's what the president said earlier today. >> i'm not going to sign any package that somehow prevent prevents the top rate from going up for folks at the top 2%. but i do remain optimistic that we can get something done that is good for families like this one and that is good for the american economy. >> we look back republican senator rand paul from the state of kentucky. senator paul, welcome, as always. i want to ask you about the fiscal cliff, the state of play. there's revenues on the table. there's tax rate increases on the table. i don't know if there's spending on the table. what's your thinking prigt now? >

. unfortunately, none of that's being used. >> in that plan john boehner put $800 billion on the table. he said he would close loopholes and those people would pay more money. you're a member of the tea party caucus. some in your caucus have slammed the plan, jim demint among them. do you think john boehner is the guy who's going to get this done? is he going to be able to lead your party to consensus? >> i don't know the answer to that question. what he's trying to do is to mitigate the damage that obama would do with these massive increases in rates. impasse is not an option. means everybody's taxes go up, but if the president has his way, taxes are going to go up on those very wealthy folks making over $200,000, but most are not very wealthy or folks, most are small businesses filing subchapter "s" companies, about 88% of net small business income will be for these taxes when we're depending on them to create two-thirds of the new jobs. boehner's trying to mitigate that mess. i wish him luck. something's going to f to have to give. >> something is going to have to give. from everybody i've talk

of the marriage equality appeals but instead they stayed silent and the waiting game continues. joe johns joins me from washington to tell us what this all means. first off, is there anything, joe, to read in to this morning's silence coupled with friday's silence on this issue? >> honestly, nothing at all. they could still decide later in the week, quite frankly. they could decide next week. this is a thing about the court. they really don't send a lot of signals or messages to do something and we have been telling people all along that, you know, there's potential for this to come later on. they can still go in march with this. and we could still get a decision around june. so, don't read anything in to it. that said, you know the broad legal question the supreme court considers of equal protection. basically do same sex couples deserve the same rights and benefits as all other americans? we don't know if the court wants to hear the case. it could be a much narrower case about the defensive marriage act, it could be limited to considering whether couples in states where same-sex is legal and eli
